Mandate The Committee is competent to examine and draw up bills and other draft legislation touching upon human rights issues which are referred to it by the President of the National Assembly. It scrutinises the Government and its departments as to their compliance with human rights. It issues press releases on specific subjects. It follows all human rights subjects both nationally and internationally.
Membership The Committee comprises 12 members elected for one year.
Working methods The Committee meets when convened by its President, who specifies the agenda items in the chronological order of drafts and taking into consideration urgent issues that have arisen. Apart from its first sitting, when a qualified quorum is necessary, it can adopt decisions by a majority vote if one-third of its members are present. Standing Committees must present their reports on the matters referred to them within one month, except in the case of urgent matters, for which the deadline is two weeks. The Committee may summon ministers to participate in a session and request them to convey to it any documents and information it wishes to receive. If the minister does not do so, the Committee informs the President of the National Assembly who must submit this matter to the plenary session of the Assembly as a priority question. The Committee may also conduct on-site inquiries (observation missions in prisons and prisoner rehabilitation centres). The Committee's sittings, work, records, debates and votes are confidential, unless the Committee decides otherwise.
Relations with other parliamentary bodies If a subject comes within the purview of several committees, they meet jointly and issue a common report. In particular, the Committee cooperates regarding legal matters with the Administration and Justice Committee. Individual deputies are entitled to participate in meetings of committees of which they are not members in order to provide their views, propose amendments, etc., but may not vote.
Relations with external bodies The Committee maintains cooperative relations with government institutions and, above all, with civil society associations locally and in the Arab world as a whole.
Subjects dealt with In November 2003, the Committee examined the question of prison conditions in Lebanon: - visits to prisons; - examination of the question of detainees; - examination of the death penalty applied in Lebanon; - violation of human rights in Iraq and Palestine; - study of reports submitted by the US State Department; - Amnesty International; - the United Nations.
